Agreed, but I just don't know how you could fairly accommodate for those bubble groups. Proposal D3 would make that accommodation, but that only really benefits two areas across the entire state: 6A Area J and 5A Area H. Since the two big LISD's dominate the podium each year, both of those areas would be getting 6-7 bands to state every year, which results in unequal representation, which makes marching band realignment moot.
The sentiment is definitely felt across the state (Area J has this problem bad). With an exponentially fast-growing activity, it's hard to believe there will be a permanent solution. The reality is that there will always be some excellent groups who miss the cut simply due to the area they are in, and they may not be the same groups year-to-year.
