Every classification had state last year because of the COVID year that was 2020. Beginning this year it'll go back to the alternating cycle where 2A, 4A, and 6A have state on even numbered years and 1A, 3A, and 5A have state on odd numbered years. Though I think UIL is pushing to have state every year for every classification.

A. Brief Explanation of Proposed Recommendation This amendment to Section 1107, State Marching Band Contest, would change the contest from an alternating-year format to an every-year format.
B. Factual and Policy Justifications The state marching contest is currently held in alternating years with 1A/3A/5A conferences competing in odd years and 2A/4A/6A conferences competing in even years. This is the only UIL contest across all divisions – athletics, academics, and music – that is held in an alternating year format. Potential Fiscal Impact of the Proposed Rule to Member Schools Participating schools would incur related expenses. E. Legislative Council Consideration; Effective Date The Standing Committee on Music moves that the Legislative Council pass this amendment, to be effective August 1, 2023, if approved by the Commissioner of Education.

Last hurdle is approval by the Commissioner of Education.
Recommendation is to be effective for 2023 season, but could be 2024 if logistics prove to be challenging.
