You really only vote -1. You have to vote two different bands as -1 so the plus offsets the minus vote for your + vote.

Yes sorry for the confusion it's still +1, -1 -1 but the extra minus offsets the score. If it's easier it can just be -1 that way no algebra has to go into voting for bands
