The UIL music office has been getting a lot of questions about usage of electronics this year, so they made an FAQ:

Richard Floyd also said that it may be time to look at changing the rules for future years, but for this year, the current rules must be adhered to.

In the case of CTJ's pre-show, as long as they play it in the 5 minute period before their actual performance time, it's legal?

That is correct. Anything is fair game during the 5 minute entrance/warmup period.

Is that why Vandegrift wasn't penalized for its drum major solo? She did seem like she was in an awful hurry to finish it up before the announcement ended.

In theory, nothing is supposed to be judged until the official show starts. And the official show starts 5 minutes after you start to enter the field regardless of whether you are ready or not.
