I have a question on another rule for UIL and BOA. Can a director or non-student direct/conduct the band while they are marching in competition? I have seen several directors serve as drum major of sorts and conduct from the pit area and wondered what that was about. I know this thread is about area competitions, so am sorry, but the discussion on rules and such brought this to my mind.
Yes, this is perfectly within the rules and is common practice especially in small bands and even in quite a few large bands.

I agree, its more than props, its the money for the significant amount of marching techs, etc, that make the difference. I did not want to name names and don't think its fair to do so, but all the bands you speak of have plenty of money. You don't see any of the intercity bands there even though the kids work just as hard. My point is if a band is willing to spend 100K on its program surely it would be willing to send 10K to a intercity band. And btw props do matter to the judges or some of these other bands would have won over the last five years.
Duncanville ISD (which has a consistent 5A State Finalist and 5A Honor Band and 3C Honor Band) has never spent anywhere near $100k on a marching show.
Duncanville has a per-capita income of ~$24k/yr while Dallas has a per-capita income of ~$26k/yr.
Duncanville does not hire outside marching techs. All the techs are directors within the district. They don't even pay an outside person for music or even colorguard design. Those are done by the directors as well.
Duncanville has to make tight money choices such as having to pull out of contests because it costs too much money to drive there.
The main difference with many inner city bands is that they often do not have support nor respect from their school district administration. Music education is not seen as a priority nor as anything really to strive for by the district. There is no cohesiveness or understanding between administration and directors in school districts like Dallas or Houston. Dallas ISD administration has done many things to sabotage their music programs.
There have been instances where Dallas ISD principals have overruled and/or fired directors that were making notable positive strides with the quality of the bands simply because their marching show didn't look enough like Grambling. It is possible to have a really good and well executed Grambling style show (there is a school in the Houston area that does any awesome job with this style), but it is not possible to properly teach the students when the administration is actively sabotaging you.

Marcus did not win because they had large flashy props. They won because they marched and played better than anybody else. The props were just icing on the cake.
Berkner, Rowlett, Keller, Coppell, nor Klein Oak had any props. And Duncanville was 3rd at 2010 5A UIL State without any props.
Bowie who won BOA Arlington over LD Bell and just yesterday came in 2nd at the BOA Atlanta Super Regional close behind Tarpon Springs also doesn't have any props.

As far as I can tell, yes it was.
I'm not sure. Doing the math from the total score, it looks like it is definitely lower than the other two music judges, but not necessarily extremely lower. But I can't really tell from what I can see. It looks like (extremely blurry) multiple judges may have had them out of ranks that would be advancing after Finals.

So not even personal cameras to take pictures? Forum guys is this true? Is it different from BOA regionals? I was able to take video of the awards part there. Can't see what harm that would cause.
Video cameras are not allowed. Still cameras are allowed.
Part of the problem, though, is that the line between those two types of devices has becoming a huge blurry ocean of device that do both.

I am not in any way associated with Bell, but there is a bit of a flaw in your argument here. If anything it makes it tougher for Bell by not having freshman. The kids that go to Bell do not march before their 10th grade year. So while most schools have at least some kids who have marched for 4 years (9-12), Bell students have the chance to march at most 3 years (10-12)
Not only that, but the HEB ISD doesn't start beginner band until 7th grade instead of the standard 6th grade. That also makes it that much more amazing that they can still be as good as they are.

Not having GE incorporated into scoring really stinks. Everyone seems to forget that marching bands perform at high school football games as well, and their job during halftime is to ENTERTAIN the crowd. I've seen schools do really well at UIL scored competitions that had shows that were BORING. If you'd like to have the crowds all go to the concession stand at halftime, do your boring show technically well, and no one at the stadium well give a turkey. If you'd like to get the future musicians of America interested in music early, give them a reason to stick around at halftime by entertaining them.
GE has absolutely nothing to do with excitement, boring, entertainment, or even crowd friendliness.
And UIL absolutely does contain GE elements within the judging captions. It is just that the elements themselves are broken down differently and expressed more as performance related GE elements.

And us with media passes can take pictures from anywhere (even field level) for electronic news and blogging related purposes. We cannot sell them.

If a band is capable of contending for Honor Band, it shows musically they are capable of winning a state marching title. By UIL Standards 60% is music and 40% marching.
And if a band has an excellence in music, I'm sure their directors push them to be excellent in marching.
Unfortunately, this doesn't always hold true. And certainly doesn't always work in the reverse direction (which theoretically, it should)...
Even though LD Bell wins the music caption at marching contests (even BOA GN Finals!) quite often, they haven't even made it out of the Region round (a strong region) of Honor Band in a long time.

Notice that over the last 10 years (2001-2010), TX has won the Music caption 7 out of 10 times.
And TX also won the Music caption 4 out of the 7 times that there was a TX band in Finals during the 1990s.
And and TX has had 7 different bands win the Music caption. There have only been a total of 7 different non-TX bands to ever win the Music caption.

wow, bad luck for Duncanville. I wonder if their style contributes to that variance.
In 2006, the 10th place judge's tape highly praised the winds but picked apart the percussion which was admittedly sub-par due to several years of high turnover rates in the percussion director position prior to that year. He focused on the percussion and that ruined the show for him regardless of what the winds did.
In 2008, the 10th place judge's tape focused on one trombone that admittedly kept sticking out and playing as an individual in multiple places. It was just one trombone but he did stick out multiple times. It is a perfectly valid complaint but he focused on it and it ruined the whole show for him regardless of what the rest of the winds did. The other judge tapes mentioned it, but didn't focus on it.

CentexBandKid is right, it's just a random pick.
BOA (Super)Regional schedules are not just random picks. They are semi random with entry date and travel distance taken into account. The later that BOA receives your paperwork and payments, the earlier you will likely be. The farther away you are, the later you will likely be. And the previous year's champion gets to straight up pick whatever time slot that they want (but without knowledge of who will be in the other time slots).
And BOA also tries to accommodate special requests if possible. e.g. need a later time slot due to an early SAT test that morning or an earlier time slot due to a football game that evening.
