If everyone makes Area there will be 31 bands leaving 6 state openings. Please correct me if this is wrong but I believe for every 5 bands there is 1 state slot up for grabs.

Where are you getting that regions 20 and 21 will be moving to Area D for marching? What about regions 12 and 18?
