Yes and no. (TLDR: BOA can definitely show a good idea of placement at UIL when the scores and placements are wide enough [5+ spots-ish] but when you get in that closer range, the difference in judging can make a real impact on placement between the two contests.)
In general you can definitely make a claim that if you're more than 5 spots apart at a BOA, you'll most likely rank higher in UIL, but when you get within 5 spots of one another, it's less cut and dry. BOA emphasis GE and how impressive your show is from an audience standpoint. Whereas UIL emphasis more traditional ideals of perfect ensemble blend and visual execution with less emphasis on GE. (Which isn't to say BOA doesn't also have really high standards for ensemble blend and execution, BOA just prioritizes other aspects of a show instead of execution alone.) That difference in judging makes it difficult to determine placement for UIL based off BOA. For example, if a BOA show isn't performed it's best but there is a lot of unique music and visual GE, they can place pretty well, but a UIL judge watching that same show is more likely to rank them lower as GE is less of a priority in their rubric.
That's a very good explanation that is consistent with what I've always heard/understood. Lake Highlands is a good example of this. They tend to score much better under UIL judging (an Area B finalist each of the past three years) than BOA.

I feel like lake highlands has been the least likely band to make state out of RISD, I'm curious what made you put them so high, and also why Pearce and Richardson are below Berkner, Obviously Berkner is doing great but I am pretty sure Pearce would place higher (based on their season so far) but we will see based on how Pearce does at Duncanville tomorrow.
Also from what I've seen, the score North Forney got at US Bands Dallas isn't really indictive of their placement in Area, personally I would have expected (based of their run) that Richardson would have placed above them. Also one of those judges seemed all over the place in finals. Also, Garland is most definitely placing above mesquite from what I've seen in both bands.
Idk where I'd place rockwall, I saw some of their show and it didn't really stand out to me.
For what it's worth (perhaps not much), Lake Highlands placed just above Berkner at BOA Dallas three weeks ago and has placed above Pearce & Richardson at Area C for the past three years. I expect them to be in the mix next Saturday, probably clustered with Berkner and Pearce in the 5th-8th range.
Though they are smaller than the top 6A bands in this area and might not have the kind of high-end "GE" show that grabs a lot of attention, they do so many of the little things that judges care about - musically and visually. And that drumline is CLEAN.

I see 6 bands as the strongest contenders for the other 2 tickets to San Antonio: Duncanville, Rockwall, Sachse, Berkner, Pearce, Lake Highlands. Could easily be any 2 of those!

So I was looking at the recaps and Vandegrift won the tiebreaker via a 5-2 judges favoritism. I guess with 7 judges it doesn’t need to be as close as a 4-3 split.
Correct. And this is a perfect example of how the ordinal scoring system can (intentionally) produce a different champion than a "highest total" scoring system. Hebron had the higher total score (6,883 vs. 6,858) but 5 of the 7 judges ranked Vandegrift higher. Pretty sure UIL would tell you that this is a feature, not a bug.

So many excellent bands in Area B! My sleeper pick for Area Finals this year is Lake Highlands.
Reagan Brumley (former Director of Bands at Highland Park, 2011-2020) is now in his 2nd year at LH. He and his excellent staff are building a great program with some super-dedicated students.LH was 9th in Area B prelims last year. I was able to see them perform a couple weeks ago at the Midlothian contest. So impressive. They seemed to be well ahead of where they were at the same time last year - and with a more demanding book. Will be interesting to see where they finish at the Duncanville invitational.

For those who were there, how was Highland Park’s performance? Really surprised they aren’t in Finals.
They were great! Very clean, controlled run. Much better than their region performance. Just think their show lacks the demand and energy of the bands they’re competing against. Even so, I was (slightly) surprised they did not make finals.

area C had finals cancelled because of rain. Duncanville especially had a rainy performance that day. In prelims, sometimes bands don't give it their all and they get energized for finals. I am completely sure that if there were finals that day, the same 4 would be going to state but the order would have been different. (Nothing against Rowlett or any other area C band)
In 2008, Rowlett was 1st in Area C prelims and yet finished 4th in finals (which unfortunately meant that they were the 1st Alternate). So yes, rankings can and do change from prelims to finals. Sometimes dramatically.
But if your "sometimes bands don't give it their all" in prelims theory is valid (maybe, maybe not), then wouldn't that have to apply to Rowlett as well? Regardless, all 4 of those Area C bands are truly excellent.
One other thought... Area C had exactly 20 5A bands competing this year. Had their been one less, Coppell would not have advanced. Weird.
