Hope Rouse goes as well for a full LISD competition, but I would understand why not.
Full... except for Vista Ridge and Vandegrift.

so how do they opt up to see if they will go up
The opt up is usually a decision to stay with other schools within their school district. The district communicates that choice to the UIL ahead of time so they know who would be opting up when they are looking to set the cutoffs.

So how does it work if kaufman (who turned in at 1340) has 1340, and say the limit rises to 1350, will they stay in 4A by 10 kids..? Seems quite unfair
That's how it works.
The UIL sets the cutoffs to try to balance the # of schools in each classification. They have to take into account the schools who will opt up and then they set the cutoffs.

also want to add one more thing
Georgetown (5A, but referring to the 4A times) Had 6 state champion wins in a Row from 1980-1985
I believe those were all under Rodney Klett.

Vista got 2nd overall. I'm assuming that Coppell won.

I love Avon for making that trip down.
GNats is never going to move. Our only hope is to have BOA elevate th status of SASR. I very much doubt that happens.
Is it fair? No.
Does that matter? No.

Number of 5A schools in Texas - 251.
The smallest band to compete - Liberty Hill HS with 120.
The largest bands to compete - Aledo HS and Lebanon Trail HS with 238 each.
The 5A State Champion Cedar Park HS with 237.
Out of 35 schools to compete in prelims, 12 had 200+ while 23 had less than 200.
The 12 schools to compete in finals, 8 had 200+ while 4 had less than 200.
The top 5 schools had 200+. Burleson Centennial HS finished 6th as the highest ranked school with less than 200. Richland HS was the second one at 9th.
this means 8 of the top 10 had 200+ students in the band.
What does this all mean? Nothing most likely but it definitely appears that having a larger band helps. No matter what size, it’s all about who performs their show the best. This year, it was Cedar Parks HS.
Congratulations to Cedar Park and everyone else who got to perform at the SMBC!
The numbers thing is also very much a chicken and egg sort of deal. It's tempting to just look at the numbers and conclude that having a bigger band helps you place better, but I think it goes deeper than that. A school/district that puts a strong emphasis on music, and backs that up with resources and quality instructors, will naturally draw more kids from the school's enrollment.
So, in effect, some of those bands are bigger BECAUSE they are good.

From what I've heard, UIL loses money hosting State, which makes me wonder why they switched to every year. Bands who make State are required to go. I can't remember if they are allowed to opt out of Area. If you were a 5A band going to Nats and State this year, your students would be missing an entire week of school plus the Friday of BOA San Antonio. I did Grand Nats twice in high school. Catching up after missing three days sucked. I can't imagine a week or more.
I could understand if UIL wanted to do Area every year and just determine an Area champion on non-state years. State every year for everyone just seems like a huge hassle.
No bands are required to participate at any level by UIL. Their districts or schools may require it, but the UIL does not.

Vandegrift potentially falling into 5A potentially after these next two cycles is crazy to think about, especially when you know how massive that band is!! But yeah, who knows how school zoning might change in that time as well
Rezoning discussions will be contentious, to put it kindly.

As many know, I am associated with Vista Ridge. I am an alumni parent, all three of my kids went through the program. I have been involved at Vista for 11 years now and remain involved today.
I am horrified and embarrassed at any suggestion that our parents are saying anything to denigrate other programs, ESPECIALLY our sister schools. That is NOT the culture that I have been a part of for more than a decade now. The Ranger Band family has always been supportive of other bands just as much as our own kids. We cheer loud and long for other bands' performances and celebrate their successes, again, ESPECIALLY our sister schools. We go out of our way to offer help and support if we can and love to make friends along the way.
My hope is that the individuals involved in any of these unfortunate situations learn that what they have said is NOT the way we do things. My guess is that these comments are from folks less involved as volunteers and I would suggest strongly that they get more involved. Volunteering to work with and for our kids will open your eyes to understanding just how hard they work, just like the kids from all other schools.
On behalf of the Ranger Band family, I sincerely apologize for any and all of these unfortunate incidents. They are not representative of who we are.
And congratulations to Rouse on an amazing season! The Ranger Band family is happy for you and immensely proud of the honor you bring to LISD.

I was able to see Glenn! Great sounds coming from this band! They are still growing their tradition which all new groups have to overcome. Philip Gieger of westfield once told me that any band that wants to have a lasting legacy must have a tradition that you can see in their marching and hear in their playing. He used ronald reagan as an example which was his biggest competitor in 2000's. Glenn will no doubt follow in the footsteps of other Leander bands. There must be something in the water.
One challenge for Glenn right now is to grow their numbers. Glenn HS is #4 in enrollment in LISD now, ahead of Rouse and Cedar Park. Their numbers on the field don't reflect that yet.

The risk in taking Area results and trying to project them to State is the way the ordinal system works.
At Area, you typically have a limited number of really top-level bands. And the ones who ARE there are going to be grouped closely together just because of those limited numbers.
It's a different story at State. At State the lineup is loaded. Two bands who may have been right next to one another in the rankings at Area may suddenly find 5 or 7 bands between them at State.
Repeat that across seven judges and two bands close to one another at Area could turn into one comfortably in Finals and another well on the outside at State.

Lake Belton at 2,270. Actually on the 5A/6A bubble. Wow.
Leander also 2,270.
I'm betting the cutoff is higher.

They set the cutoffs in order to manage the number of schools in each classification. In theory, a school could add enrollment over the two year period and still drop from 6A to 5A if the cutoff line moves up.
